Can company use three months contract to replace the probation period?
If staff performance OK, then convert them to permanent? If not OK, just let the three months contract expired. Remark: Employee may cover under EA law.

Yes, that is a better way as well.. you may have an issue attracting people to join for 3 months contract.. if you can overcome this, then you should be good
