Can HR issue me warning letter with just 1st time mistake without any verbal warning during probation period?

Normally, for new staff we put everything in and should have discuss before end of probationary period either to extend your probation period for next 3 or 6 months and everything must have black & white documentation. If the case after probation, should have verbal warning if the case is still can handle it and if repeat then verbal and letter warning should be out together.
