Gave verbal warning but not no action, what should I do?

I have an issue with my staff who is always late to work. I've had done several verbal warning, but the same thing is still happening. What should I do next?

These verbal warning records could be used as evidence that the problem employee has been communicated of his or her misconduct adequately in the past.

When a superior has given verbal warnings, he or she can email the matter (preferably with adequate details) to HR for record safekeeping.
