Why lazy colleague can get higher pay?

My colleague is lazy and does much lesser work than me but he has a higher rank in office and gets a higher salary, shouldn’t salary be based on effort and workload?

Because they are clever enough to find an effective way to be lazy. There must be reason why boss offer him higher rank and salary.

More effort and workload doesn’t mean you should deserve higher salary, but maybe you’re not working effectively or using longer working hours to done your tasks? Who knows?

Salary is negotiated during job interview. Some colleagues might have a better educational background/work experience which might add on to it (as interviewer don't know your actual work performance during interview). If you are upset about it, why not just report it to your DRM ?
