Is it okay to implement same punishment to late comer?

Is it okay if coming late 1 min, then the sequences is the same as coming late 30min, then they would think that coming in late 30 min is better? Don't you think?

Guideline is always a guideline but we need to change based on case basis. If the employee is clearly a habitual late comer, take necessary action even if it is minor minor lateness. Punctuality is a basic thing to comply.
