How to conduct PIP for experienced workers?

Dear Experts How to conduct a PIP program for a confirmed seasoned GM of Sales with proven experience during his previous employment but however, he do not achieve the target sales after 2 years with his existing company. Reasons could be the sales shortfall he claimed beyond his control as for example, he does not decide on margins. Thanks.

When conducting PIP, the goal setting must follow SMART guideline. So, the GM’s superior (Director/ CEO) can instruct HR to issue a PIP letter, to the GM of sales.
