Memo of hiring freeze need to send to all employees or only to HOD?

Morning, as for my workplace, we normally will send out the info to all HOD and HOD will disseminate the information to their employees

We did the same too. And HR would initiate a townhall session by having the CEO to give the talk. And one of the important key notes is to mention on this. But its the responsibility of the HODs to convey and ensure the understanding is well communicated to staff.
