I think this is possible too, tapi if you are taking this approach, later if lets say your company decides to hire a new staff who is critically needed by the operations (example) and this is against whats transpired over the staff memo/announcement, I think it would create a bit of frictions and make it hard to manage later on. Sometimes majority of staff dont have the same understanding level that certain decisions are better left to the management to look into. Thats why for me, 2 way communications are encouraged for this kinda initiatives rather than just a memo to inform. my 2 cents worth of opinion.
