Can we do COVID testing in private clinic?

I have a staff that had fever last week, but now already fully recover. I requested him to do covid test at government clinic, but he said government clinic only do testing for those that had fever or had contact with positive Covid. so may I know, is it he can only do covid test in private sector?

For my experience, when I had fever continuously for 3 days then they will do the testing to me. but usually first day of fever, they dont do any test.
