Is it illegal to engage any agency to hire laborer?

Is it true that starting on March 2020, it's illegal for HR to engage any agency to hire laborer except for cleaning and security?

The Government no longer allows hiring of outsource workers. Only for services that you outsource to an agency such as cleaning, security, yes, their workers can be foreigners. But these are not and shall not be considered your employees like those days where there were many outsourced agencies who provide foreign workers for manufacturing operations etc.
