Due Inquiry is not necessariy be Domestic Inquiry. But there are a lot of parties (JTK, Unions, etc) interpret DI as the compulsory component of a Due Inquiry.

Must hv an inquiry session. Need not necessarily be like too formal thingy, but all rule of law are being adhered to, esp providing proper docs n ample time for respond etc

You need to issue show caused letter first. After obtain the replied letter from staff, judge whether need to proceed with DI or not. If not maybe proceed with warning letter or reminder letter etc etc.
