If the employee refuses to report, any actions we can take?

If my company is classified under essential services and now we arrange part of the operator report back to run the production, but what if the employee refuses to report back work within these 14 days? Are there any actions we can take or this will consider they take annual leave or unpaid leave if they no report?

From my opinion, it is wrong if you not report yourself to the work. We know how dangerous the crisis now but if the production is running, we need to go to work. Just follow the SOP and stay safe.

My 2 cents view: In addressing this issue you must first determine what terms have been agreed between the company and the staff. 1. if the employee is entitled to allowance(s) be it transportation, mobile etc. does the contract of employment specifically mentioned that they are required to provide documentary evidence / upon instructions in order to claim for the allowance(s) or merely a general statement that they are entitled for the allowance(s) once employed. These 2 scenarios shall be your guideline prior to deduction of your employees’ entitlements. In short, entitlement can either be supplemented with further action or entitlement in general as an absolute rights.
