If travel to high covid country can we deduct staff benefit?

Is there any ruling that if staff go to high case country of covid we can deduct their salary or leave?

We are putting the quarantine in effect but just they they are taking risk by going to these countries

Enforce them to self quarantine 14days after their holiday.
