having a boss that knows nothing, HOW?

I've previously transferred to a new department and my direct report manager is quite incompentent. She has totally no idea wtf is going on. When you encounter problem and seek for enlightment, she always lead me to holland and never ever give me any constructive idea. I am mentally tired but not sure is this a norm and happens in other company or just me?

Not you only bro. My reporting boss aka HoD knows nothing at all, nor what we are doing or what the company business solution/direction is, blur type.
