What to do if workers refuse to clock in/out during lunch?

I would like to ask regarding employee's attendance. If there is an employee conditionally punch card (only clock in at 8am, clock out at 5pm, refused to clock out/in for lunch break hour) what can the employer do to this indiscipline employee?

If it were me,i would start off checking employee handbook.if there is none mentioned ,then i would start with a simple counsel and a clear memo to indicate that the any employee without a reasonable excuse to clock in and out, the work done for the day.
