If employee injured in company should HR accompany the staff to hospital?

In the factory where an employee is injured and the factory manager has requested the employee's parents to bring the employee to see the doctor/get treatment, should the HR personnel on duty have advised the factory manager to stop doing so and send a representative to accompany the employee to get full treatment to avoid any potential lawsuit or is there an act that requires the organization to see it's employee's treatment through to the end or is it employer etiquette to see it through?

Company should own up and take the necessary steps. It is irresponsible to not handle it

I believe when an accident happens within the company premises and during working hours, it should be the responsible of the employer to get the employee send to hospital and follow through the treatment.
