Can we issue memo to employee that does not follow SOP?

Can we issue a memo, to any employee who does not follow the SOP correctly and suspected or positive for CoVid19, they'll be quarantine for 14-days or more and will consider it as unpaid leave. Is it too harsh?

We practise this. But memo was issue to notify employees prior Raya only.
