What to do if employee did not return the resignation letter

How if the letter required to sign and return but the employee not agreed the changes of new resign notice? Consider the employee wont be conifrmed??

It's the prerogative of the employer whether to end the probation and confirm the employee or not. Therefore, the employer may refused to confirm the employee.
