Page length isn’t an issue as they are more concerned about the quality of what you’ve written. The skill sets, your previous employment & education. You might want to phrase your summary according to the job(jobscope/position) that you want in order to increase your chances of being called for an interview. In terms of colours & attractiveness, yes some colours would be great to beautify your resume as humans are more attracted to colours but try to keep them decent & not over the top. There are many apps out there that have various templates where you just fill it in & modify as you please. And there are some candidates who add their formal passport photo in their resume but this is entirely upto you.

Employer don't 100% judge you by your attractive resume but it does show that you are serious in everything you do. Those small little things do effects your interviewer's first impression of you and in return a more positive advantage. That's why it is always advice able to dress well during an interview. Makes you likeable is actually first step to everything in life.

The design of your CV is important to make your information easy to digest but an employer won't ignore it just because it's "ugly". The important thing to remember is to keep it neat and direct. It's recommended not to go over 2 pages, to keep your information relevant and highlight only the most important points. Other things like colours, placement etc. won't influence an employer's judgement as much unless the job you're applying for requires some creative sense like designing or social media. At the end of the day, a nice CV can help attract an employer's attention but a pretty CV is useless if it has insufficient or irrelevant information.
