Is it right to issue a show-cause if staff under PIP?

If an employee already under PIP (3 months). One of his KPI is to ensure data accuracy and submit within the deadline. But, he failed to do so. So, now the Manager has requested me to issue a show-cause to him.

During PIP, you should have a regular/periodical session where the company give feedbacks to the employee. Can't you just tell the employee about the matter during that session? You can communicate it either verbally or in writing, and both may be even better.
