The formula to calculate statutory payment

Need your advice,  If staff agreed to receive 50% salary for April, and balance 50% to pay once company stable.  What is the formula to calculate statutory payment?

Statutory payment should follow the table of respective authorized bodies. And should pay according to the wages amount.
