Does OT claim can include claim millage or meal allowance?

If the technician needs to go outstation for tmr morning, he had to travel after working hours and stay there 1 night. The next day only he goes on-site. He entitle to claim OT from 6 pm to 11 pm? For the next day he travels back to the office and reaches home at 9 pm, he still entitles to OT 3 hrs?

It will depend on your company policy on meal allwance since he incurred OT claim If in your company handbook stated OT allowed to claim meal allowance then he entitled for it.
