Can we deduct workers salary if they late for 2 hours?

If an employee goes out on lunch time and tells her employer she wants to go to court using his break time for her personal matter and she arrives at the office within 3 hours( 1hour lunch break)means lateness only 2 hours. It should cut /pay less for late hours right? . How if employer decide / force her need to take halfday leave / deduct half day's pay for that reason? Employee has no annual leave, mean employer will deduct her for halfday pay... instead of just deduct by hoursly as employee said that when she knows she late 2 hours...she willing if company deduct her lateness hour for that day...

Not sure your company policy allow manager to grant employee from 2 hours time off.

As the employee feels like it not fair by cutting her lateness and replace a a halfday leave( which is need to unpaid halfday leave due to she has 0 AL...

Must have the agreed documentation signed. As shared in my previous experience, we lost a case in the IR court as we DIDN'T minus the person salary just as short as 30 minutes and in labour court, we automatically convert the status from none confirm to confirm.

Otherwise they can have a mutual agreement for the replacement of 2 hours work

For my understanding, you can’t deduct employee salary due to lateness. And the company should advice her in advance to take half day instead.

Time off is allowed ..because has been approved by employer for other cases...

Ya perhaps HR can advice her manager to grant her time off if she is not frequently in such case
