If the company applies PSU, can the company terminate staff?

My company already apply for Bantuan Prihatin (PSU), their condition of applying is cannot fire staff within 3 months. but if my company needs to fire staff due to bad discipline / make the company lost, can or not?

This is my point of view. You can't terminate them because thats the rules. Just make a letter to that person saying you will still pay the amount that bantuan prihatin give during mco. But that person will not be working with the company anymore after 3 months.
