If employee only have 12 person & they are requested total of 52 panel clinics, as a HR how do we control over the usage & enroll for new clinics?

now they have selected 12 new panel hosp and 52 new clinics from the list. if standing to hr perspective, it is too much for only 12 employees, right? any opinion as a hr from all of u? Why need to have so much panel?

So many panel is hard for HR to control n not economic friendly

Company did not say allow. But now the total 12 employees request to have new panel, and the co. Already have the existing panels, therefore hr prepare the clinic list for them to select. Previously have 11 panels hosp. and 32 clinics
