Can an employee entitle to compassionate leave?

An employee joins on April 19, and he been taken 3days compassionate Leave on June 19, now his mother side grandparent pass away, is he still entitle for the Compassionate Leave?

Per person die in first round of the family entitled for 3 days. In my company practice. Not annually taken, but utilizing it when someone RIP.
