Can the boss refuse to approve leave with “KPI haven’t meet” reason?
Employee takes leave of course got the reason and purpose, for rest or vacation or special event. It’s employee’s right, right?

Of course boss always wanted their employees to work for them, all days all time. We don’t know whether they are utilising this right to exploit employees.
Boss or superior has every right to reject leaves for valid reasons. In this case, it appears to be a valid reason.
Answering your 2nd question, it's best to talk to the boss face to face and outline the pending work and give an agreed upon timeline for completion before going on leave. This may give assurance to the boss that KPI will be met. If this doesn't help and if the boss repeatedly rejects future leaves, then there is something wrong with his mgmt style.
