Do we need to pay full salary if workers did not attend work?

Last night I got message from my Management.  I need opinion on this case. We are essential business. We are operating daily during MCO. Announce has been made for all staff to attend work as usual but 1 of the staff not attend since MCO on 2nd week until now. Yesterday Management ask me either want to pay her full or unpaid leave? I have read and watch the video of PERKESO on Retain Program and Employer need submit form and once payment made by them, Employer will transfer to staff after 7 day until 6 month. Correct me if I am wrong, if the staff payout will be direct under this program until 6 month or just a month that unpaid leave which is follow MCO period?

If your company operating as normal as usual, does the sales revenue result of dropped 50%? I assumed is normal What's, the reason for that employee didn't turn up? If without reasonable reason will result absenteeism, then no pay for him during MCO .
