Is it legal for the company not to pay staff salaries?

Because my company resume operation now but it says salary based on our sale. No sale no salary. Is it fair to the staff not to follow the basic salary for them? Staff all had the contribution of KWSP /SOCSO /SIP.

Generally revision of package required consent from employee, you hv right to discuss and come into an agreement in writing. Question on fairness is really depend on nature of ur role, value u will be getting and etc.
