Should we penalised company that insist workers to come to the office despite of rising cases of Covid?

I am not sure, sometimes there are employees that saja saja abused the self-quarantine rules. Ada ke 6 bulan self quarantine? kalau company I, memang dia suruh datang office but yeah some of the employers also need to have emphathy as well.
