Is it possible to reduce staff salary if no performance?

If the staff had poor work performance, attendance problem, and get 2 warning letter within 1 year.

Create form of performance improvement plan. List out what is he problem, get his superior talk to him, hr sit beside, go thru his performance improvement plan, give him 3 months to improve. then 3 of yours sign. Review his improvement. If not satisfied, then you take your own action. All must with black and white
