Payroll Specialist/ Executive require knowledge and experiences of HR payroll, do experiences of finance/accounting will also helpful?

I believe so however I think they must prefer someone that really has background on handling payroll because they might be needing someone that are good in using payroll software.

Yes, I believe so but I'm pretty sure that you need to be familiar with some of the software.
