LOA or Employment Contract is a Contract, so it is governed by Contracts Act 1950. If the employer is a company, then it is also governed by Companies Act 2016. That means it must be signed by an Authorized Person on behalf of the employer.

Anyone authorized to sign the letter. It can be the line manager, HR, or even your CEO.
