Hi, may I know what is the common policy on time-slip? Some staff of my co take time-slip from clinic/hospital frequently. If we set a policy that any time-slip exceeds 2 hours, the staff concern has to compensate it with annual leave, is it legal?

my company practise is the employee can take time off max for 2 hours either for visit clinic or hospital, or personal matter, but have to replace the hours. if more than 2 hours, shall apply as half day AL.
