Hi all, how if one of the employee insist to travel oversea and co have to instruct him/her not coming to work for 14 days after return to prevent other employees from taking the risk? Paid leave as well? Can co not approve the leave & let them forfeit the air ticket?

Just announce to everyone and give them the right of choice. It is their individual right to choose.
