Is the colleague from same or different department?
If different, try talk to the colleague's manager/ superior, tell him/her your difficulty, see what he/ she can help or suggest.
If same, it can be a disciplinary issue especially when the doc required will impact work performance.
Of course, there are many other solutions you can try first like :
- Mentioning this colleague name in a group chat to remind him/her to submit
- Talk to the colleague, understand why is he/she behaving like this, and tell the consequences (eg : delay team progress, affect self-image etc)
- Is it only this colleague you can get the info from, can you have it from other people? Or instead of relying this colleague, can you think of other way to get it?

I've tried talk with the boss since the colleague and I are from different department. But, boss is more likely to trust the colleague instead of me because of the working experience in this company. (I joined last year but she has worked more than 5 years).
I also tried to talk with her regarding this issue but she clearly didn't want to corporate at all. So I think I couldn't do anything by talking the issue with the company.
Any advice?
