May I know what is the meaning of talent growth?

Is it mean that how we can identify the talent of each staff in the company and develop it ?  or own talent as an HR staff?

Just now had a discussion with my boss on this. We don't want our staff to be demotivated and feel they're not growing in this company. We want them to grow along with the company. I also want to learn more about the staff and identify and bring their talent and skills to the next level. I feel pity when seeing them like stagnant, didn't grow and only doing routine job everyday (even that's what they're hired for). Count me in. I'd like to join

Talent development is an inside out, outside in process. Yes you are right one of the step is to identify the talent/hidden talent of our employee and invest into growing these talents for the benefit of company, and the employee themselves. So identifying talent inside out means to discover their inner talent, outside in means for company to invest time and resources to enrich skills needed for our employee to grow by enriching their productivity and effectiveness in delivering their roles. My 2cent opinion
