Think there are overlaps between the two, but I have always had the impression that the headhunter is more aggressive

In Malaysia, they are of no difference. Most of them are young graduates Who lack industry experience. I have a marketing graduate recruiter or headhunter calling me wanting to set me up for ab IT role. They can’t even share with me the roles and responsibilities of the role. They just told me that I can ask for details about the roles during interviews. They just dont seem to know and understand the requirements and expectations of the roles before approaching the candidates.

headhunter = active seeking for ppl, can see a lot on linkedin
recuiter = passive, post ads and wait ppl apply

Headhunters = External. Usually hired by hiring company as a 3rd party 'scount' to recruit talents / potential. Commission basis.
Recruiters = Internal. Employed employees by the company to scout and recruit talents - irregardless of the method. Their role is to bring in talents with no additional commission.
