Normal SSM registration sufficient for outsourcing workers?

Yes. Normal SSM registration is sufficient for manpower supply and outsourced payroll services company. That why if you noticed many recruitment companies some with “Agensi Pekerjaan xxxxx” and some without. All these Agency Pekerjaan are regulated by Private Employment Agencies Act. And company provide outsourced worker services is not under this act and they dont need this license. If they take this APS license and operate as outsourced, JTK can fine up them up to RM200k..
