How to respond to staff that not able to work after MCO?

Tomorrow supposedly we start operation already. However, all the staff won't be able to come in, we have 3 at the moment, 1 stuck at Pontian, the second one have sent their car to mechanic because of broken part inside their car, the third person which is part-timer ask to report on 29. How do we need to respond to this kind of attitude. To scold them also no use, because they have JTK to back up them and all stuff, they will go report if they want. so if you guys were in my condition, what would you guys do?

For my opinion, the government workers action will be taken, the same goes for non government. I think you should do what you should do. They are the one whose actually not listening to the rules, all of us have been banned to go back our home town yet they still do it. You can issue warning letter.
If after you issue  2 warning letter but they are still absent company have right to terminate if under your handbook and employment contract can terminate but you need to remember if your subsidy already approved cannot terminate within 3 months or else you will refund back the money to PERKESO for the staff you terminate.
