What to do if HR received sexual harassment report?

Need an advise regarding this matter, there are reports that I received said she got sexual harassment (intentionally "touching" her body without any permission) from her supervisor, but do not have any proof and she's afraid if she report this to HR  they wont believe her. If you guys receive this kind of news, what kind of action that you guys should take? Need your guys opinion about this.

Filed a report with HR dept first and if there is witness to proof of the incident. HR should start to investigate. When HR had gather sufficient proof, then, HR can make decision to either proceed with the charge OR there is no charge at all. If so, the charge is press, the DI procedure shall take place. HR must help the victim. Regardless the victim is lying or not.
