Can the company not pay the staff in quarantine?

I have a staff who will be leaving for Hokkaido this coming Thursday despite Japan being listed as high-risk country on coronavirus. We try to advise her to postpone/cancel her trip but she insist. we will need her to be home quarantine for 14 days upon returning later on. can the 14 days be under No Pay Leave?

You can't make it under Unpaid Leave. Government already give you a guideline already. You just need to ask her quarantine at home because if she come to work, her other colleagues won't be comfortable as well.
