Can the staff to take unpaid leave?

If staff still persist to travel overseas despite company travel ban and not approved annual applied.

We issued a memo recently advised not to travel to few countries. If they just return from travelling from infected country like Japn or China, they have to quarantine themself for at least 14 days. They need to apply as unpaid leave but if they do have sufficient Annual Leave, they can apply to that as well.
