Do we need to prepare a letter if cross-state during CMCO?

Before this, I got prepare permission letter for staff, to go from their house to the office because we applied MITI before CMCO. So, if to cross state to deliver the item, do we need to prepare another one to mention the purpose of cross-state or not? or just the previous letter is enough?

It is enough for only one letter and you just need to say kindly allow his movement to perform his duties.
