Do company need to payback after doing paycut because of MCO

If we are planning to implement pay cut, do we have to pay back the staff once the economy is stable? Let say we have submitted the PK form in Feb 2020. Can we submit PK form online?

I am not sure. Normally they prefer to submit the hard copy over the counter and high chances to sit down with the officer.
