An explanation for payroll cut off date for new joiners of the company

our company payroll cut off date is 23rd of the month and a staff joined at 16th Apr how many days should i pay for the staff? 8 days? or half month salary?

Cut off means from day one staff who join 1st, then also count till 23rd? If not then u cannot count till 23rd, u must count til end of the mth.
