What to do if employer is too stuborn to follow the SOP?

One of my staff keep pulling down his face mask / not wearing properly, even though we keep reminding him. His argument is that he keeps sweating, must pull down his face mask. Everyone is annoyed by his selfish act and complained to HR dept already What option does HR dept have towards such stubborn act ?

Our company workers doesn't wear mask because it's construction. Only few wear like guards, office employees. So even our company also don't have solution for this matter.
