Do we need to provide MITI letter for an interview time

Does any of you guys know if candidates can come for an interview? Do we need to provide company and MITI letter?

Why don't conduct an online interview? Currently my company will do the online interview and if the candidate is selected then only prepare the travel letter for him/her to report work.
