How to calculate to new 60% working in the office?

This is the calculation. my company total 19 person, so 60% would be 11.4 person. 11.4 x 5 days = 57 person. So which means got 3 days is 11 person, and for 2 days would be 12 person is it ok?

You may consider 1 day 10 person, next day 9 person. Alternate days. So it is 52% and 48% which are lower than 60%. Safe in both calculations
