Can company stop employee to offset their leave

Kindly check, if resigned staff want to offset their leave, do employer have the right to say NO?  I got some cases, resigned staff wanna offset, HOD not allow, so we inform HOD it's not right to stop staff from offset their leave.  i try to check EA for this case, but so far couldnt find the section. Anyone have idea on this?

they might be because of the handover job process, so that HOD not allow to offset the leave.. however, as long as u pay for the balance leave, there should be not big issue

Not much said in EA. AL is the Employee entitlement, in principal need to obtained approval. So in this case, if leave is not approved to clear, work till last day.
